Pole Attachments
Garland Power & Light (GP&L) is required by the Communication’s Act of 1934, as amended, (47 U.S.C. 224) , the Telecommunications Act of 1996, and the Local Government Code: Chapter 283 to provide certain communications service providers non-discriminatory access to its poles for the sole purpose of attaching facilities used to deliver cable television and/or telecommunications services.GP&L must protect its assets while balancing the risks of allowing communications attachments on its poles. The goal of Joint Use Management is to provide consistency so that all parties are held accountable for actions that might negatively impact the safety and reliability of our electric distribution system, are treated fairly and equitably, and are assigned appropriate costs for make ready.
It is GP&L’s practice to install poles of sufficient height to allow future installation of transformers and other electrical equipment on its poles, as needed to support GP&L’s core business of delivering electrical service. Therefore, GP&L design standards only allow for the attachment of communication facilities to the extent GP&L has sufficient capacity to install transformers and other electrical equipment on its poles. Because such space may not be needed for several years as part of Distribution Operations planning, it is GP&L’s practice to allow interim use of the pole in the “Communication Zone” for communication attachments.

Permit Application Submittal
To begin the Permit Application (PA) process, a completed PA Form along with a map of the route shall be submitted to PermitApplication@trcsolutions.com.
